CABINET DECISIONS – 21 APRIL 2017
 
 
1.         Cabinet has taken note that, following the meeting that the Hon P.K. Jugnauth, Prime Minister, had with the Associations of Mosques on 20 April 2017, an Inter-Ministerial Committee under the chairmanship of the Vice-Prime Minister, Minister of Housing and Lands has been set up to ensure the provision of facilities at cemeteries around the country in order that the celebration of Shab-e-Barat on the night of 15 May 2017 is held in the best possible conditions.

2.         Cabinet has agreed to the nomination of Hon Ms Aruna Devi Narain, Puisne Judge, to serve as Member of the Commonwealth Secretariat Arbitral Tribunal. The Tribunal is the organ that arbitrates on matters related to the Commonwealth Secretariat’s operations in the United Kingdom.

3.         Cabinet has agreed to the introduction of the Business Facilitation (Miscellaneous Provisions) Bill into the National Assembly.  The object of the Bill is to provide for amendments to the legislative framework that are necessary for the removal of constraints in relation to permits, authorisations and clearances to further facilitate the doing of business.

4.         Cabinet has agreed to the introduction of the Supplementary Appropriation (2015-2016) (No. 2) Bill into the National Assembly.  The object of the Bill is to provide for the supplementary appropriation by votes of expenditure, both recurrent and capital, in respect of services of Government for the financial year 2015-2016, in excess of the expenditure appropriated by the Appropriation (2015-2016) Act 2015, and the Supplementary (2015-2016) Act 2016.

5.         Cabinet has taken note of the draft Recurrent and Capital Estimates of the Rodrigues Regional Assembly for the financial year 2017-2018, as approved by the Rodrigues Regional Assembly.  The proposed total expenditure of the Rodrigues Regional Assembly is Rs4,471m.  The Rodrigues Regional Assembly is also expected to raise some Rs22.050m as revenue to meet its recurrent expenditure over and above the amount allocated for the purpose.

6.         Cabinet has agreed to the payment of a per capita grant to non-governmental organisations in respect of women, victims of domestic violence, and their child/children referred to by the Ministry of Gender Equality, Child Development and Family Welfare for emergency accommodation.  An average of six cases is reported daily to the Family Support Bureaux of the Ministry of Gender Equality, Child Development and Family Welfare.  In 2016, 1,852 cases had been registered.

7.         . Cabinet has taken note that the Minister of Financial Services, Good Governance and Institutional Reforms would promulgate the Financial Reporting Council (Rotation of Audit Firm) Regulations to make provision for the rotation of audit firms, as stipulated in the Financial Reporting (Audit) Act, to be effective as from 01 January 2017, in order to allow listed companies with audit firms having served for more than 7 years, and those with audit firms having served less than 7 years as at 07 September 2016 to start rotating on the same date, that is, 01 January 2020.

8.         Cabinet has agreed to Mauritius acceding to the Protocol to the African Charter on Human and People’s Rights on the Rights of Women in Africa. The Protocol covers, inter alia, the elimination of all forms of discrimination against women, protection of women from violence, exploitation of women, protection against harmful practices, access to judicial and legal services including legal aid, equal access to education, training and employment, the rights of women to health, food security and adequate housing, rights of widows, and special protection of elderly women and women with disabilities.

9.         Cabinet has taken note of the constitution of the Scaffold Contractor’s Permit Committee, under the Occupational Safety and Health (Safety of Scaffolds) Regulations 2013, with Mr Ravindranath Damry as Chairperson.
