Cabinet Decisions taken on 24 March 2000

1. Cabinet has agreed to the introduction into the National Assembly of the Economic Development and National Integration Council (EDNIC) Bill. The Bill provides for the establishment and management of the Economic Development and National Integration Council whose object shall be to foster dialogue among relevant social partners and to achieve consensus on the means of promoting social integration and economic and national development.

2. Cabinet has taken note of the outcome of bilateral air service talks between Mauritius and India held in New Delhi on Tuesday 7 March 2000, and Memorandum of Understanding signed at the conclusion of the talks. The Indian Side has agreed that Mauritius be authorised to operate two weekly flights to Chennai and increase the frequency of flights to New Delhi to two weekly, as a joint venture with Air India , and in addition to services operated to Mumbai. The Mauritian delegation was led by Hon. D. Bhima, Junior Minister.

3. Cabinet has approved the programmes of visit of His Majesty the King and Her Majesty the Queen of Swaziland from 14 to 17 May 2000. During the visit, His Majesty the King Mswati III will sign an Investment Promotion Treaty aimed at further strengthening the co-operation and investment in our two countries. An agreement for cultural exchanges will also be signed.

4. Cabinet has agreed to amendments being brought to the Education Act, and the PSSA Act. One of these main amendments provides for the creation of a National Inspectorate under the aegis of the Ministry of Education and Scientific Research in order to improve the quality of education in both our State and private schools.
The amendments will also empower the PSSA to better monitor the physical conditions of private secondary school buildings.

5. Cabinet has agreed to the setting up of a National Human Resource Development Council which will provide a forum for allowing the various stakeholders to collaborate and propose appropriate training strategies for the country with a view to face the new sets of challenges posed by globalisation.

6. Cabinet has agreed to the hosting in Mauritius in the year 2001 of the Fifth International Conference on Drugs in the Workplace and the Community. The Ministry of Health and Quality of Life will organise the conference in collaboration with the National Agency for Treatment and Rehabilitation of Substance Abusers (NATReSA).

7. Cabinet has agreed to introduce legislation to regulate the management of residential care homes and to standardise the norms governing them.

8. Cabinet took note of –
(i) the outcome of the 71st Ordinary Session of the Council of Ministers of the OAU held from 8 to 10 March 2000, in Addis Ababa, Ethiopia. The Ministerial Meeting was preceded by the 10th Ordinary Session of the Committee of Ambassadors and other Plenipotentiaries on 6 and 7 March 2000. The Mauritian delegation to the above meetings was led by H.E. J. Koonjul, Ambassador; and
(ii) the outcome of the 2nd International Olympic Committee (IOC) World Conference on Women and Sports held in Paris, France, from 6 to 8 March 2000. The Mauritian delegation was led by the Minister of Youth and Sports.

9. Cabinet has taken note of
(i) the recommendation of the Committee of Officials concerning the implementation of the short term measures identified in the Report of Commonwealth Secretariat "SME Export and Public Policies in Mauritius:’ and
(ii) the strategic plan of SMIDO for the period 2000-2003 to upgrade local small and medium enterprises.

10. Cabinet has taken note of the publication of a Code of Conduct for pleasure crafts operators. The Code aims at promoting best practices concerning the various manoeuvres in the operation of a pleasure craft and the dissemination of basic knowledge on safe boat handling, safety requirements and the protection of the sensitive marine ecosystem.

11. Cabinet has taken note of the situation regarding HIV/AIDS in Mauritius and the measures taken by the Ministry of Health and Quality of Life to control the propagation of the disease.

12. Cabinet has taken note of the outcome of the organisation of a teledon for Mozambique. Pledges have been received for cash donations amounting approximately to Rs 2.5 M and cash donations already received in bank amounts to Rs 1.2 M.
Some 40 containers have already been filled and arrangements are being made to ship them as soon as possible.
Mauritius will delegate Mr. Raj Virahsawmy to Mozambique to co-ordinate the distribution of the aid.
