Cabinet Decisions taken on 3 March 2000


During his visit H.E the Prime Minister of India will lay the foundation stone of the Rabindranath Tagore Institute at Ilot and visit the SSR Samadhi, Pointe Canon, and the Appravasi Ghat.

2. Following the worsening of the disaster in Mozambique and with a view to assisting the affected population, Cabinet has decided that a Solidarité Mozambique day be held.
The Ministry of Foreign Affairs & International Trade has been entrusted the responsibility to coordinate the holding of a telethon and a collect of donations in kind, mainly clothing and food, throughout the island.

3. Cabinet has decided that importation of second hand vehicles will be allowed through authorised dealers having a showroom. Such dealers will provide a minimum warranty of one month on the vehicles and provide after sale service. Individuals will have the possibility of test driving the vehicles before purchase.
Individuals willing to import their own vehicles will have the possibility to do so every five years.

4. Cabinet has agreed, in principle, to a proposal of the Minister of Industry, Commerce, Corporate Affairs & Financial Services to amend the law so as to simplify the procedures in the case of road accidents not involving personal injury.
In this context, a new system based on the French model of "Constat a l’Amiable" will be introduced. This will help to do away with the present lengthy and cumbersome procedures.

5. Cabinet has approved the grant of 1 Export Enterprise Certificate; and 4 Pioneer Status Enterprise Certificates under the Industrial Expansion Act, 1993. The implementation of the five projects would create some 240 job opportunities and would entail investment amounting to around Rs 217 Million.

6. Cabinet has agreed to the Ministry of Public Infrastructure introducing a revised set of conditions to control the reinstatement of roads following works carried out for the laying of pipes, ducts and cables under the carriageway of classified roads.
Organisations having to carry out such works, will have to employ grade A contractors registered with the Ministry of Public Infrastructure for the reinstatement works and a Consulting Engineer or a Registered Professional Engineer to supervise the reinstatement works. A penalty will be charged for any such works not completed within the time limit.

7. Cabinet has agreed to the State Trading Corporation importing 25% of the country’s requirement of L.P. Gas with a view to introducing competition in that market.

8. Cabinet has taken note that the Stock Exchange Commission will sign a Memorandum of Understanding with the Financial Services Board of South Africa and another one with the Security and Exchange Commission of Zambia, on the exchange of information for co-operation and consultation.

9. Cabinet has agreed to the setting up of a Ministerial Committee under the Chairmanship of the Minister of Arts and Culture to look into the possibility of organising a "Festival International de Films de l’Hemisphere Sud" in October 2000.

10. Cabinet has agreed to the Ministry of Youth and Sports signing a Memorandum of Understanding with the Ministry of National Affairs, Employment Creation and Cooperatives of the Republic of Zimbabwe.
The Memorandum of Understanding aims at reinforcing avenues for youth co-operation with Zimbabwe in the fields of leadership skills, culture, environment, education and training.

11. Cabinet has taken note of the outcome of the participation of the Deputy Prime Minister, Minister of Foreign Affairs & International Trade in the Global Conference on a Development Agenda for Small States held in London on 17 and 18 February 2000.
