Cabinet Decisions taken on 4 August 2000


·  ·  (i) the Constitution of Mauritius (Amendment) Bill 2000. The object of the Bill is to amend the Constitution in order to make better provision for the independence and security of tenure of the Director of the Economic Crime Office;
(ii) the Independent Broadcasting Authority Bill. The object of the Bill is to provide for the setting up of an Independent Broadcasting Authority, to regulate radio and television broadcasting and promote the development of broadcasting services taking into consideration the plural nature of the Mauritian culture; and
(iii) the Control of Stray Dogs Bill, which provides for the control and disposal of stray dogs by dog control Officers to be designated by the Ministry of Agriculture, Food Technology and Natural Resources. The MSPCA will no longer be responsible for the catching and disposal of dogs.

2.Cabinet has taken note that in view of the fact that the 20 new colleges will not be fully available for the school entry by January 2001, and the fact that there is emerging consensus amongst various stakeholders for maintaining the present admission system, Cabinet has decided that the new admission system be postponed by one year to 2002.

3.Cabinet has been apprised of the Annual Stamp Issue Programme for the year 2001. The themes proposed under that programme include industrialisation, natural history with focus on plants, commemorative anniversaries and achievements in the 20th century. Under this year's programme a postage stamp with the effigy of Anjalay Coopen will be issued.

4.Cabinet has agreed to Mauritius ratifying the SADC Protocol on Health. Under this Protocol member States will co-operate in addressing health problems and challenges facing them through effective regional collaboration and mutual support and progressively achieve harmonisation and standardisation in the provision of health services in the region covering, among others, health system research, HIV/AIDS and human resource development.

5.Cabinet has been apprised that Mr. Dan Bundhoo, Chairman of the Steering Committee on Reforms in the Civil Service has been attached to the Prime Minister's Office since 2 August, 2000.

6.Cabinet has taken cognizance of the Food and Agricultural Research Council's Strategic Plan for the period 2000-2003. The Strategic Plan which sets out the long term vision will serve to communicate its initiatives and priorities to all stakeholders and particularly to the Funding Agencies. The Plan further ensures inter alia the institutional consolidation of the organisation and its leadership role in key research and development strategies.

7.Cabinet has taken note of the outcome of the Ministerial Conference on Drugs and Doping in Sports held in the Republic of Gabon on 20 and 21 uly, 2000. The Mauritian delegation was led by the Minister of Youth and Sports.
