Cabinet Decisions taken on 15th June 2001


1.Cabinet has taken note of the outcome of the visit of the Minister of Tourism to Agalega and has agreed to a Committee being set up to examine the development of tourism there.

2.Cabinet has agreed to the implementation of the Grand Baie Integrated Resort Development Project which aims at transforming Grand Baie into a high quality resort centre, whilst preserving the cachet of the locality and enhancing its natural and socio-cultural environment. The project which will be financed jointly the Government and the Private Sector, will be implemented by the State Property Development Company Ltd.

3.Cabinet has agreed to Mauritius -
(i)signing two Optional Protocols to the Convention on the Rights of the Child, namely, the Protocol on the Involvement of Children in Armed Conflicts and the Protocol on the Sale of Children, Child Prostitution and Child Pornography, with a view to reaffirming Government’s commitment and determination to the cause of children;
(ii)ratifying the Rome Treaty which establishes a formal structure for bringing to justice before an International Criminal Court persons involved in genocide, war crimes and crimes against humanity; and
(iii)ratifying the Consular Convention between Mauritius and Italy in order to confer upon our Consulate in Rome the necessary authority to discharge its functions effectively and to give the Honorary Consul the means to extend appropriate assistance and consular help to Mauritian immigrants there.

4.Cabinet has agreed to the organization of a series of activities -
(i) during the month of October 2001, to commemorate the arrival of Mahatma Gandhi in Mauritius; and
(ii) to mark the Music Day, on 21 June.

5.Cabinet has agreed to the setting up of:
(i)an ICT Authority to regulate the information and communication technologies sector, including, telecommunications, electronic commerce and online services; and
(ii)an ICT Promotion Agency which will be responsible mainly for the marketing, the promotion and developmental activities necessary to make of Mauritius an ICT hub and a leader in the region. The necessary legislation will be prepared to this end.

6.Cabinet has taken note of the signing of a Memorandum of Understanding with the Civil Aviation Authorities of Dubai for the operation of direct air services between Mauritius and Dubai. Air Mauritius proposes to start operations to Dubai in October this year, whilst the Emirates Airline is now planning its future operations to Mauritius.

7.Cabinet has taken note of the report of the High Level Committee on Industrial Facilitation set up, inter alia, to streamline procedures for the grant of permits and licences for industrial development. The Board of Investment will implement the recommendations made in the Report.

8.Cabinet has taken note of the proposed visit of Dr Andrew Coyle and his spouse, Baroness Vivian Stern, from the International Centre for Prison Studies at Kings College, University of London, from 17 to 22 June 2001. The objects of their visit are to share their knowledge and experience and to advise on prison management and aftercare.

9.Cabinet has been apprised of the status of the implementation of the Midlands Dam Project which is expected to be completed as scheduled in December 2002.

10.Cabinet has taken note of the reconstitution of the Board of Film Censors.

11.Cabinet has taken note of the outcome of the participation of the Minister of Youth and Sports in the Third Meeting of the International Inter-Governmental Consultative Group on Anti-Doping in Sports organised by the World Anti-Doping Agency and held in Cape Town, South Africa, from 30 to 31 May 2001.

12.Cabinet has taken note of the entry into force of mandatory sanctions imposed by the UN Security Council on trade in diamonds originating from Liberia and on travel by a number of its nationals.
