Cabinet Decisions taken on 28th September 2001


1.         Cabinet has agreed, in principle, to the corporatisation of the Government Printing Office, as recommended by the MAB, to enable it to operate as an autonomous, competitive and commercially viable organisation, capable of venturing into new markets locally or abroad.

2.         Cabinet has agreed to -
(a)       the transfer of an aggregate extent of 16A96 of Illovo land to the Ministry of Housing and Lands for development projects; and
(b)       the Sugar Investment Trust, acquiring from Mon Tresor Mon Desert an aggregate extent of 7000 arpents of land in Highlands, Britannia and Mon Tresor Factory Areas under the Illovo Agreement.

3.         Cabinet has agreed, in principle, to the setting up of a Seafarers' Welfare Fund Committee to inter alia manage the seafarers welfare dues collected by the Mauritius Ports Authority and to advise and assist those responsible for the provision of welfare facilities.

4.         Cabinet has agreed to the setting up of a Standing Committee to look into the representations made by the State of Mauritius Laureates studying in different countries and to review the allowances payable to them.

5.         Cabinet has taken note of -
(a)       the progress in the construction/extension/upgrading/conversion of schools undertaken in the wake of the implementation of reforms in the secondary education sector; and
(b)       the arrangements made by the Ministry of Education and Scientific Research for a smooth resumption of studies in secondary schools in January 2002.

6.         Cabinet has agreed to Mauritius ratifying the framework Agreement in Economic, Scientific and Technical Co-operation signed between the Government of the Republic of Mauritius and the Republic of Rwanda in July 2001.

7.         Cabinet has agreed to a new and modern market being constructed in Quatre Bornes, with the financial assistance of the People's Republic of China, to allow the sale of goods in hygienic and environmentally safe conditions.

8.         Cabinet has taken note of the outcome of the Special Meeting of SADC Ministers of Trade, Industry, Finance and Agriculture held in Mauritius from 4 to 5 September 2001 to deliberate on preparations for the forthcoming 4th WTO Ministerial Conference. The Mauritian delegation was led by the Deputy Prime Minister and Minister of Finance and comprised the Minister of Industry, Commerce and International Trade and the Minister of Agriculture, Food Technology and Natural Resources.

9.         Cabinet has taken note of the setting up of an Appeals Tribunal under the chairmanship of Mr Raymond D'Unienville, Barrister, to hear the appeal of the Manager of the Royal Holloway College against the PSSA with regards to his de-registration.

10.       Cabinet has taken note of the report on the "Attitudes of the Unemployed towards Employment in the EPZ" carried out by the University of Mauritius to examine the characteristics of job seekers, determine their job aspirations and their willingness to take up employment in the EPZ and where applicable the reasons for not wanting to work in the EPZ. The report which will be made public concludes inter alia that low salary and the absence of job security are the main de-motivating factors to join the EPZ sector.

11.       Cabinet has taken note of the proposed signing of a Memorandum of Understanding between the Ministry of Information Technology and Telecommunications of the Republic of Mauritius and the Ministry of Information Technology and Communications of the Government of the Republic of India for co-operation in the field of posts and telecommunications.

12.       Cabinet has taken note of the activities, including the laying of the foundation stone of the Postal Tower at Ebene, proposed to be organised in the context of the celebrations marking the World Post Day on 9 October 2001.

13.       Cabinet has agreed to Monday 8 October 2001 being a special school holiday for all primary and secondary schools within the five Municipal areas in view of the Municipal Elections that would be held on 7 October 2001.

14.       Cabinet has noted that, in regard to internet domain names, the Ministry of Information Technology and Telecommunications -
(i)         is reporting a dispute to the World Intellectual Property Organisation (WIPO) Arbitration and Mediation Centre to enable the Government to gain control over generic top level domain names, such as .com,.net and .org; and
(ii)        is making an application to the Internet Corporation for Assigned Names and Numbers( ICANN) for the administration of the country code top level domain name, i.e. the .mu, to be re-delegated to the Government of Mauritius.
