Cabinet Decisions taken on 06 September 02


1. Cabinet has agreed to the recommendations of the National Digital Broadcasting Committee on the adoption of the European Standard Digital Video Broadcasting for the introduction of Digital Terrestrial Television Broadcasting.

2. Cabinet has agreed that Mauritius should support Japan in its initiative to submit a draft Resolution on the Illicit Trade in Small Arms and Light Weapons at the 57th Session of the United Nations General Assembly.

3. Cabinet has agreed to Mauritius signing the OAU Convention on the Prevention and Combating of Terrorism.

4. Cabinet has taken note that the master plan for the redevelopment of George V Stadium in the context of the Indian Ocean Islands Games was being finalised and Phase I of the plan would start soon.

5. Cabinet has taken note of the report on the Multi-Criteria Analysis on the alternative mode of transport prepared by Dr David Lupton, Consultant appointed by the World Bank.

6. Cabinet has agreed to the Minister of Education and Scientific Research amending the Education Regulations 1957 to provide for admission to Form I on the basis of CPE Grade Aggregate and , if necessary, residence.

7. Cabinet has agreed to the enlistment of a Lead Adviser of international calibre to develop a comprehensive workplan for the reform in the three pillars of the pensions system, including Civil Service Pensions, and to provide overall coordination for and to monitor the successful accomplishment of the reform process.

8. Cabinet has taken note of the Report on the Observance of Standards and Codes (ROSC) prepared by the World Bank, which is an assessment of the Corporate Governance practices of listed companies in Mauritius. Cabinet has also agreed that the World Bank should be approached for the Third ROSC on “Insolvency and Creditors Rights”.

9. Cabinet has taken note of the outcome of the meetings, which the delegation led by the Minister of Industry and International Trade had with Mr P. Lamy, Trade Commissioner, on the forthcoming EPA Negotiations and with Mr F. Fischler, Agriculture Commissioner of European Commission, on the Sugar Protocol. Cabinet has also taken note of the state of play in the Economic Partnership Agreement (EPA) Negotiations which are due to be launched jointly by the ACP and the EU Council Meeting on 27 September 2002.

10. Cabinet has taken note that the following meetings have been scheduled to be held in Mauritius: –
(a) the IOR-ARC Experts on Standards, Accreditation and Metrology from 3 to 4 October 2002. The aim of the meeting is to facilitate intra-regional trade and to expand economic cooperation within the region; and
(b) a Task Force of the International Atomic Energy Agency from 14 to 18 October 2002. The purpose of the meeting is to develop a syllabus for training of Radiographers in Africa under the African Regional Cooperation Agreement for Research, Development and Training related to Nuclear, Science and Technology Project.

11. Cabinet has noted that a wreath laying ceremony will be held in front of the statue of Dr the Rt Hon. Sir Seewoosagur Ramgoolam, Kt, G.C.M.G., P.C. at the Esplanade Prof. Basdeo Bissoondoyal, Port Louis on 18 September 2002 to commemorate his 102nd Birth Anniversary.

12. Cabinet has taken note of the outcome of the visit of the Minster of Labour & Industrial Relations to Rodrigues on 26 August 2002, where he opened a two-day training seminar on Occupational Safety and Health and had meetings with representatives of employers and trade unions.
