Cabinet Decisions taken on 12 September 02


 
1. Cabinet has endorsed the points of agreement reached between the Ministry of Education and Scientific Research and the five trade unions of the Primary Education Sector and has decided to refer the Sewraj Report to the PRB.

2. Cabinet has reviewed the situation in the Prisons following the decision taken by a High Level Committee set up under the chairmanship of the Prime Minister to tighten security in the Prisons and Correctional Institutions.

3. Cabinet has taken note that following representations made by our Mission in New York, information has been obtained that no mention of Mauritius will be made in the final report of the UN panel responsible for monitoring the enforcement of an arms, travel and financial embargo against Al Quaeda and its associates.

4. Cabinet has reviewed arrangements made to commemorate the 102nd birth anniversary of late Dr the Rt Hon Sir Seewoosagur Ramgoolam, Kt, GCMG, PC, on 18 September 2002. A wreath laying ceremony will be held at 1100 hours in front of his statue at Esplanade Prof. Basdeo Bissoondoyal, Port Louis and the foundation stone of a memorial park will be laid at Kewal Nagar at 1700 hours.

5. Cabinet has reviewed the situation regarding illegal construction of places of worship on public beaches and has decided that appropriate action will be initiated accordingly.

6. Cabinet has reviewed the political situation in Comoros, rendered difficult by the on-going political deadlock and has decided that the Acting Prime Minister, accompanied by Minister Madeira of Mozambique who has been delegated by the OAU/AU to monitor the situation in Comoros, will proceed there to meet the four Presidents.

7. Cabinet has taken note that Mrs S. Aumeeruddy-Cziffra, who will be responsible for the setting up of an Office of Commissioner for Children's Rights in Mauritius, will form part of the delegation led by the Minister of Women's Rights, Child Development and Family Welfare and proceeding to Norway where they will discuss strategies with the Ombudsperson for Children, a model as regards services geared towards protection of children and safeguard of children's rights.

8. Cabinet has taken note that :
(i) the Mauritius Ports Authority will hold a one-day Workshop on Port Security on 18 September 2002 at the Radisson Plaza. The main objective of the Workshop is to keep stakeholders abreast of the recommendations of Messrs Portia Management Services Ltd who have been appointed to carry out an overall audit of the security system in the Port; and
(ii) the Chartered Institute of Logistics and Transport will hold its Bi-annual International Council Meeting, followed by an International Conference on the theme "Integrating Africa through Logistics and Transport", in Mauritius in November 2002.

9. Cabinet has agreed to the preparation of a Master Plan on Air Transportation which will supplement the Airport Master Plan prepared by "Aéroport de Paris" in 2000. The objective of the Plan is to provide decision makers with information on strategic policy options to enable decisions as regards institutional and legal framework, policies and programmes for the next 10 to 15 years.

10. Cabinet has taken note that, with a view to intensifying the development and promotion of responses to drug and alcohol problems in the workplace, the Ministry of Social Security, National Solidarity & Senior Citizen Welfare and Reform Institutions proposes to set up an Employee Assistance Programme aiming at protecting the health, safety and job of employees by conducting prevention and sensitization programmes at the workplace and at providing employees, with substance abuse problems, with treatment and rehabilitation facilities.

11. Cabinet has taken note of the reconstitution of the Sugar Investment Trust following the resignation of its chairman, Mr S. Bholah, who has been replaced by Maître V. Ramchurn.

12. Cabinet has taken note of the outcome of the visit of the Minister of Social Security, National Solidarity & Senior Citizen Welfare and Reform Institutions to Agalega from 26 to 28 August 2002 where he inter alia introduced the Social Assistance Scheme and other types of assistance.
