Cabinet Decisions taken on 09 May 2003


1. Cabinet has agreed to the reorganisation of the Overseas News Service of the Government Information Service with a view to rendering the Unit more cost effective, responsive and pro-active while keeping in pace with developments in the ICT Sector. The Service will, henceforth, issue soft copies of ONS News Bulletins through the electronic media, and also publish the news items on its web site which can be accessed by subscribers.

2. Cabinet has taken note of the Report of the Consultant on the study of Land Drainage System of the Island of Mauritius and agreed to the Report being made public.

3. Cabinet has agreed to the setting up of a Committee under the chairmanship of the Ministry of Tourism and Leisure to monitor the implementation of Nautical Centres which will be set up at Belle Mare, Le Morne, Palmar, Mont Choisy, Flic-en-Flac and Pointe Jérôme. These Centres will provide leisure facilities similar to those offered by boat-houses and hotels, training for sea-borne activities and life saving infrastructure.

4. Cabinet has agreed to Mauritius adhering to the Memorandum of Understanding on the African Peer Review Mechanism of the New Partnership for Africa’s Development (NEPAD) which is a monitoring mechanism to ensure that the policies and practices of participating States conform to the agreed political, economic and corporate governance values, codes and standards contained in the Declaration on Democracy, Political, Economic and Corporate Governance.

5. Cabinet has agreed to the permanent transfer of 38 officers of the Ministry of Health and Quality of Life to the Trust Fund for Specialised Medical Care Centre.

6. Cabinet has, on the recommendations of a Technical Committee, agreed to the setting up of a Multi-functional Exhibition Hall cum Museum at the Millennium Monument site at Wooton.

7. Cabinet has agreed to the Policy Statement on Private-Public Partnership (PPP) which describes the policy framework for the implementation of PPP projects in Mauritius.

8. Cabinet has agreed to the Mauritius Post Ltd being listed as an approved service.

9. Cabinet has agreed to negotiations being carried out with the Government of the United States on a proposed bilateral agreement under the auspices of Article 98(2) of the Rome Statute of the International Criminal Court. To-date, the US has concluded such agreements with 32 countries, including, Madagascar, Ghana, India and Sri Lanka.

10. Cabinet has taken note of the salient features of the French trade initiative in favour of Sub-Saharan Africa (SSA) which will be submitted to the G-8 Summit to be held in June 2003. The initiative comprises inter alia components on the implementation of a preferential trade regime for SSA and the reduction of the vulnerability and price volatility of commodity exports of SSA.

11. Cabinet has taken note of arrangements being made for the provision of infrastructural facilities at the Industrial Park of La Tour Koenig where spinning mill projects and other factories will be set up.

12. Cabinet has taken note of the outcome of the mission of the Minister of Social Security, National Solidarity & Senior Citizen Welfare and Reform Institutions to Austria, where he participated in the Ministerial Level Segment of the Forty-sixth Session of the Commission on Narcotics Drugs held on 16 and 17 April.

13. Cabinet has taken note of arrangements made by the Ministry of Education and Scientific Research and the Rodrigues Executive Council for the conduct of special coaching classes for Asian Languages/Arabic in Rodrigues and for the construction of a new Secondary School at Songes.

14. Cabinet has taken note that road humps will be constructed in front of all primary schools in a phased manner.

15. Cabinet has taken note that the Ministry of Health and Quality of Life will, after examining the comments and suggestions made by organisations and the public on the White Paper on Health Sector Development and Reform, prepare a detailed report on the viability and implications of each comment and suggestion and recommend Government on their implementability.

16. Cabinet has taken note of the outcome of the Sixth Session of the Seychelles/Mauritius Commission on Bilateral Cooperation held in Port Louis on 5 and 6 May 2003.

17. Cabinet has agreed to the IVTB extending assistance to the “Institut National de Promotion Formation” of Madagascar in the implementation of the latter’s training projects.

18. Cabinet has taken note of the reconstitution of –
(a) the Construction Industry Development Board under the chairmanship of Mr H.V.Jadav;
(b) the Probation Hostel for Boys Managing Committee under the chairmanship of Mr M. Ruhee;
(c) the Probation Hostel for Girls Managing Committee with Mrs Sheela Baguant, OSK, CSK as Chairperson; and
(d) the Rehabilitation Youth Centre Board of Visitors with Miss Marie Josée Radegonde as Chairperson.

19. Cabinet has taken note of the status of construction works at the New Central Outpatient Department at Victoria Hospital.

20. Cabinet has agreed to the introduction of a new e-mail usage policy in the Civil Service to provide the necessary guidelines to users for a better and efficient use of the Government e-mail service.
