Cabinet Decisions taken on 18 April 2003


1.Cabinet has taken note of the programme of visit of HE Mr John Agyekum Kufour, President of the Republic of Ghana, from 6 to 9 May 2003.

2.Cabinet has agreed to the introduction into the National Assembly of the Forests and Reserves (Amendment) Bill which provides for the control of access to nature reserves.

3.Cabinet has taken note that the International Finance Corporation will carry out a study on the best option for private sector participation in the Water and the Wastewater Sectors.

4.Cabinet has agreed to the issue of a Letter of Comfort to the Consortium of Oil Companies, comprising Esso, Total, Shell, Caltex and Indian Oil, for the operation of a new aviation fuel depot at the SSR International Airport.

5.Cabinet has agreed to the setting up of a Land Drainage Unit and a Land Drainage Coordination Committee under the aegis of the Ministry of Local Government and Rodrigues, which will be responsible for the implementation of the measures to alleviate the problem of flooding. Cabinet has also noted that following the recent heavy rainfall, a Committee under the chairmanship of the Deputy Prime Minister and Minister of Finance met on 17 April to look into the causes of flooding and identify solutions to the pressing ones. The local authorities have been requested to identify the flood prone areas in their localities, the causes thereof and report at the next meeting of the Committee scheduled for 24 April.

6.Cabinet has taken note of the setting up a multi-purpose Training Centre at La Gaulette by the Rotary Club of Rivière Noire. The aim of the project is to provide appropriate infrastructural facilities to the communities of the region to help alleviate social integration problems and make arrangements for training facilities.

7.Cabinet has agreed to Mauritius ratifying the Stockholm Convention on Persistent Organic Pollutants which aims at protecting human health and the environment from the harmful impacts of persistent organic pollutants.

8.Cabinet has taken note that the Minister of Public Infrastructure, Land Transport and Shipping will make the Road Traffic (Passengers on Motor Tractors) Regulations to make it mandatory for all motor tractors to be fitted with a seat for both the driver and the attendant.

9.Cabinet has rejected the report of the NTA on taxis and taxis marrons, and has agreed to a Committee being set up under the chairmanship of the Permanent Secretary of the Ministry of Public Infrastructure, Land Transport and Shipping to come forward with a new report and positive proposals in the next few weeks.

10.Cabinet has taken note that the following meetings will be hosted by Mauritius -
(a) the Biennial Meeting of the Association for the Development of Education in Africa (ADEA) from 3 to 6 December 2003. The ADEA is a permanent forum for discussion and action for the development of education in Africa; and
(b) the African Union Ministerial Meeting for the ratification of the Draft Protocol relating to the statute, composition and functions of the Court of Justice of the African Union on 5 and 6 June 2003.

11.Cabinet has taken note that the Commission de la Jeunesse et des Sports de l’Ocean Indien will organise a training programme for coaches from 21 to 28 April in view of the forthcoming Indian Ocean Island Games.

12.Cabinet has taken note of measures taken by the Ministry of Foreign Affairs and Regional Cooperation and the Ministry of Education and Scientific Research on how best to help Mauritian students in Russia and Ukraine.

13.Cabinet has taken note that the EPZDA is mounting a two-month training programme in garment-making for the benefit of 10 Ethiopian nationals employed by Kebire Enterprises of Ethiopia.

14.Cabinet has taken note of the outcome of the missions of –
(i) the Minister of Industry and International Trade to Cape Town where he attended the 12th Special Meeting of the SADC Committee of Ministers of Trade and Industry;
(ii) the Minister of Civil Service Affairs and Administrative Reforms to Johannesburg where he attended a Consultative Meeting of Ministers of Public Service; and
(iii) the Minister of Education and Scientific Research to Lesotho where he participated in the Association for the Development of Education in Africa Meeting.

15.Cabinet has taken note of a proposal of the Indian Institute of Technology of Mumbai to set up an IT campus in Mauritius.

16.Cabinet has taken note of the reconstitution of the Board of Trustees of the Trust Fund for Specialized Medical Care under the chairmanship of Mr Dick Ng Sui Wa.
