Cabinet Decisions taken on 28 February 2003


1.Cabinet has taken note of the programme of visit of HE Mr Joaquim Alberto Chissano, President of the Republic of Mozambique who will be our Chief Guest during the National Day Celebrations. He will arrive on 11 March and leave on 14 March 2003.

2.Cabinet has taken note of the report of an enquiry carried out at the Emmanuel Anquetil Government School following the recent disturbances there and of the disciplinary measures being taken in that connexion. Cabinet has further noted that a Police enquiry is being carried out following allegations that teachers in a Primary Government School were giving private tuition to pupils of Standard III.

3.Cabinet has taken note that a team, comprising the Hon Mrs D. Perrier, Mrs Vidula Nababsing and Mrs Manda Boolell, has been set up to carry out an assessment and make recommendations on the operations of the National Women’s Council.

4.Cabinet has taken note that the following meetings/workshop will be held in Mauritius:-
(i) the Sixth Meeting of the Eastern, Southern and Central African Heads of Correctional Services Conference in August 2003. The Meeting will provide a forum for discussion and sharing of experience on major problems faced by the prison services in the region;
(ii) the African Meteorological and Environmental Diagnosis Integrated System Telecommunications Sustainability Workshop from 3 to 7 March 2003. The main objective of the Workshop is to impart latest techniques in communication and to train Meteorological personnel of African countries with a view to enhancing their capabilities in the maintenance of telecommunication equipment; and
(iii) the SADC Veterinary Diagnostic Sub-Committee Meeting from 5 to 7 March 2003. The main function of the Committee is to look into veterinary diagnostic issues in SADC National Laboratories with a view to harmonizing testing methods which would ultimately help eliminate commercial barriers among Member States.

5.Cabinet has agreed to the recommendations of the Coordinating Committee set up at the Ministry of Labour & Industrial Relations on procedures for a more effective enforcement and control of recruitment and employment of migrant workers.

6.Cabinet has taken note that the Festival Culturel de l’Océan Indien will be held from 29 April to 4 May 2003 in Mauritius.

7.Cabinet has agreed to the implementation of the National Capacity Self-Assessment Project which aims at identifying country-level priorities and needs for capacity building to address global environmental issues and to enhance the capacity of Mauritius to meet its commitments under the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity and the United Nations Convention to combat Desertification.

8.Cabinet has taken note of the outcome of the visit of a private delegation from India which assessed the potential and identified possible areas of cooperation between Mauritius and India in the field of renewable energy.

9.Cabinet has taken note of arrangements being made by the Ministry of Education and Scientific Research in connexion with the grant of 50% subsidy for SC and HSC examination fees for first timers.

10.Cabinet has taken note of the initiative taken by the ICT Authority to promote direct interconnexion between the networks of the two mobile operators with a view to bringing a reduction in the tariff chargeable for mobile to mobile calls.

11.Cabinet has taken note of the outcome of the mission of the Minister of Training, Skills Development, Employment and Productivity to the UK where he inter alia discussed the possibility of developing strategic partnership between the IVTB and the London School of Fashion for the further development of the IVTB School of Design.

12.Cabinet has taken note that an evaluation committee has been set up at the Ministry of Information Technology and Telecommunications to evaluate bids received in connexion with the School IT Project.
