Cabinet Decisions taken on 29 August 2003


1. Cabinet has taken note that, following the recent cases of electrocution due to electric showers, the Minister of Public Utilities will make regulations to provide for electrical installations in buildings to be in conformity with the Code of Practice MS63 established by the Mauritius Standards Bureau. It will be mandatory for the provision of an Earth Leakage Circuit Breaker with electrical appliances, such as electric showers, electric heaters, etc. as a safety measure to avoid electrocution. Moreover, domestic electrical installations should be provided with a good earthing system.

2. Cabinet has taken note that the issue of passport will be decentralised as from 2 September 2003 in order to cope with the increasing number of applications for the renewal of passports and the issue of new ones.

3. Cabinet has taken note that the transfer back of the students of Dr Idrice Goumany State Primary School has been postponed by about four weeks.

4. Cabinet has agreed to the installation of undergound electricity distribution network being one of the conditions in the allocation of Morcellement Permits for major Morcellement projects.

5. Cabinet has taken note of arrangements made to compensate owners/managers of private grant-aided secondary schools which have closed down or will close down in the context of Educational Reforms.

6. Cabinet has taken note of the programme of activities of the commemorative ceremony to be held on 12 September 2003 at Cottage to mark the 60th Death Anniversary of Anjalay and the two other victims of the shooting at Belle Vue Harel.

7. Cabinet has agreed to allow private recruitment agencies based in Mauritius to recruit Mauritian nationals for employment in the Gulf countries and to the new criteria/modalities for such recruitment.

8. Cabinet has taken note of the holding of the following meetings/workshop in Mauritius -
(a) the 18th Session of the Ministerial Meeting of the "Commission de la Jeunesse et des Sports de L'Ocean Indien" on 2 and 3 September;
(b) the Second Meeting of the Steering Committee of the UNESCO/UNDP sponsored Indian Ocean Media Training Centre project from 18 to 20 September; and
(c) the Regional Workshop on Non-Communicable Diseases organised jointly by the Commonwealth Regional Health Community Secretariat for East, Central and Southern Africa and the Ministry of Health and Quality of Life from 13 to 17 October.

9. Cabinet has taken note of the constitution of -
(a) the Advisory Council of the Board of the Mauritius Sugar Authority under the chairmanship of Mr Karim Osman;
(b) the Training and Employment of Disabled Persons Board under the chairmanship of Mr André Wan Chow Wah;
(c) the Committee that will manage the Special Fund for the Welfare of the Elderly under the chairmanship of Mr Charles Chan Yip Tong; and
(d) the Mauritius Council of Registered Librarians.

10. Cabinet has taken note that the Minister of Social Security, National Solidarity & Senior Citizen Welfare and Reform Institutions will make regulations under the National Pensions Act and the National Savings Fund Act with a view to making provisions for employers with at least 50 employees to submit the PAYE returns electronically.

11. Cabinet has taken note that the Minister of Local Government and Rodrigues will make the Local Government (Registration of Scavenging Contractors) Regulations which will provide inter alia for all scavenging contractors to register themselves with the Ministry of Local Government and Rodrigues. Moreover, Local authorities will be required to enter into contract only with scavenging contractors who are registered under the regulations.

12. Cabinet has taken note of developments on the study on the Private Sector Participation in the Water and Waste Water Sectors reform currently being carried out by the International Finance Corporation.

13. Cabinet has taken note that the Minister of Training, Skills Development, Employment and Productivity will make regulations under the Mauritius Qualifications Authority Act to provide for the registration of training institutions, managers, programme officers and trainers.

14. Cabinet has taken note of developments in the organisation of the International Meeting on the Review of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States to be held in Mauritius in September 2004.

15. Cabinet has taken note of the setting up of a ZEP Council under the chairmanship of the Minister of Education and Scientific Research, which will be the apex body which will define policies and the overall strategies for the ZEP School.

16. Cabinet has taken note of the holding of a Wreath Laying Ceremony in front of the statue of Sir Seewoosagur Ramgoolam at the Esplanade Professor Basdeo Bissoondoyal on 18 September 2003 to commemorate his 103rd Birth Anniversary.

17. Cabinet has taken note that the Minister of Fisheries will make regulations to deregister the Trou Fanfaron Fish Landing Station and prescribe a new one at Lataniers.

18. Cabinet has taken note that the Cooperative College of Malaysia will conduct a series of training programmes for officers of the Ministry of Commerce and Cooperatives and the office-bearers of cooperative organisations.
