Cabinet took note of the participation of the Hon. Prime Minister in the 35th Ordinary Session of the Assembly of Heads of State and Government Meeting held from 12 to 14 July, 1999 in Algiers, Algeria. The Summit re-elected Ambassador Makhan as Assistant Secretary General of the OAU for another four-year term. It also adopted the Algiers Declaration which inter alia calls for the consolidation of the OAU Mechanism for Conflict Prevention, Management and Resolution and the speedy conclusion of a Global International Convention for the Prevention and Control of Terrorism.
The Prime Minister met several Heads of State including Heads of State of SADC countries.
The OAU Summit also endorsed recommendations made by its Council of Ministers on conflict situations in Angola, Burundi, the Comoros, Guinea Bissau, Sierra Leone and Somalia.

2. Cabinet has expressed its opposition to the transfer of nuclear wastes and nuclear fuels from France to Japan in view of the great risks involved.. In this connection it has decided that the two British vessels, the Pacific Teal and Pacific Pintail carrying nuclear fuels and which may be sailing via the Cape of Good Hope and the South West Pacific Ocean, will not be allowed to enter into our Exclusive Economic Zone.

3. Cabinet has approved the grant of a Leisure Development Certificate to Innovative Leisure Ltd. The company proposes to operate an international standard passenger telepheric at Le Morne to bring tourists and Mauritians to the top of Le Morne mountain to benefit from a unique viewpoint over the whole of the picturesque Western part of the island. It is estimated that the cost of the project will be around Rs109M and will generate employment for 40 people.

4. Government has approved the grant of a Hotel Management Service Certificate to SMEGH Ltd. to manage and market La Plantation Hotel which will be operational by the end of August, 1999. SMEGH Ltd is a locally incorporated company and is a subsidiary of Appavou Group.
Hotel La Plantation is situated at Balaclava and comprises 276 rooms and all facilities and amenities provided in high standard hotels. More than Rs400M have been invested in the hotel project. The hotel will generate employment for 425 people.

5. Cabinet has taken note of the reconstitution of the National Road Safety Council under the chairmanship of Mr. Paul Roland Dubois, Director of IVTB. The Council will advise the Minister on the introduction of appropriate road safety measures, methods to promote education of road users and the organisation of road safety campaigns.
