Cabinet Decisions taken on 27 October 2000


1. Cabinet has approved the grant of 2 Export Service Certificates. The projects relate to export and re-export activities, quality control and preshipment services. An investment of around Rs 3 M would be made and employment opportunities for 17 people created. Foreign exchange earnings to the tune of Rs 15.5 million are expected.

2. Cabinet has taken note of the registration under the Industrial Expansion Act of 46 Small and Medium enterprises including two from Rodrigues. The enterprises will be engaged inter alia in the manufacture of leather and textile products, aluminium openings, wooden and metal furniture, pharmaceutical products and gold and silver wares. The projects are expected to give rise to investment to the tune of Rs 19.2 M and create employment opportunities for 76 persons.

3. Cabinet has taken note of the proposal of the Minister of Women's Rights, Child Development & Family Welfare to make the Child Protection (Institutions for Welfare and Protection of Children) Regulations under the Child Protection Act. The proposed Regulations provide for norms and standards in child care institutions and for home care givers for children between 0 to 3 years of age, the conditions for registration of child care services and the introduction of an accreditation system.

4. Cabinet has taken cognizance of the amendments proposed to the Occupational Safety, Health and Welfare Act in view of changes in working conditions brought about by the introduction of new technologies, new equipment and new substances on work sites, and agreed to incorporate the amendments into the Act. Provision has also been made for certain sections of the act to be applicable to the Civil Service.

5. Cabinet has agreed to the introduction into the National Assembly of the Copyright (Amendment) Bill to make new provisions for the appointment of the Chairman of the Mauritius Society of Authors.

6. Cabinet has agreed to Mauritius hosting a Regional Workshop for African Trade Negotiators organised by the UNCTAD with the financial support of the UNDP and the participation of the World Trade Organisation from 4 to 8 December.

7. Cabinet has taken note of the organisation of a Commemorative Ceremony at Aapravasi Ghat on Thursday 2 November to mark the 166th Anniversary of the arrival of the first Indian immigrants. The celebrations will comprise inter alia a cultural show and exhibitions.

8. Cabinet has taken note of the activities being organised by the Nelson Mandela Centre for African Culture to mark the "Journée Internationale Créole" on Saturday 28 October at Le Caudan Waterfront. The programme comprises dance, music and songs and fashion shows.

9. Cabinet has taken note of the setting up of a National Organising Committee under the chairmanship of the Permanent Secretary, Minister of Arts and Culture, to look into the arrangements for the celebration of Christmas at national level this year.

10. Cabinet has taken note of the reconstitution of –
·  (i) the Islamic Cultural Centre Trust Fund Board with Mr Reshad Uteem as Chairman; and
(ii) the Nelson Mandela Centre for African Culture Trust Fund Board with Mr Roger Gaëtan Gungurum, as Chairman.

11. Cabinet has taken note of the appointment of Mr Nazir Bheekhun and Mr Praveen Kumar Ramburn as Chairman and Vice-Chairman of the National Remuneration Board respectively.

12. Cabinet has taken note of the outcome of the Forum on China-Africa
Co-operation held from 7 to 12 October in Beijing. The Mauritian delegation was led by the Minister of Foreign Affairs and Regional Co-operation .

13. Cabinet has taken note of the appointment of Dr Didier Sam Fat as Chairman of the Telecommunications Advisory Council.
