CABINET DECISIONS – 30 JULY 2010 |
 1. Cabinet has taken note of the status in the sale of plots of State land on which stand ex-CHA housing units. Out of a total of 16,584 plots of land on which CHA housing units had been built and which could be sold to the lessees, the Ministry of Housing and Lands received 13,120 applications. To date, the Ministry has approved 11,058 applications, issued 10,969 letters of intent and signed 7,380 title deeds.
2. Cabinet has taken note that, in line with Government Programme, the Ministry of Education and Human Resources proposes to participate in the “Sankoré” Project, which was initiated by President Sarkozy to achieve the Education for All Goals through digital empowerment, i.e., use of digital interactive white boards, interactive projectors, as well as educational software, to render teaching and learning processes more creative and lively. The Project would help, inter alia, bring fundamental changes in the current teaching and learning processes, and develop the capacity of educational institutions to produce e-learning materials in English and French languages.
3. Cabinet has taken note that, in a recent survey carried out by Webometrics Ranking of World Universities, the largest public research body in Spain, the University of Mauritius ranked 21st on the list of top 100 Universities in Africa as compared to 27th during the last exercise.
4. Cabinet has taken note of the status in the implementation of rehabilitation works being undertaken in NHDC Housing Estates comprising, inter alia, roof waterproofing and repairs to cracks on walls, bathrooms, toilets, water reticulation network and electric meter cabins. The cost of the rehabilitation works is Rs 235 m.
5. Cabinet has agreed to the promulgation of the Information and Communication Technologies (Fraud Tracking Account Charge) Regulations, to set up a fraud tracking system on incoming international calls and to review the charge for the minimum termination rate in order to ensure the sustainability of the fraud tracking activity.
6. Cabinet has taken note of activities carried out in the context of the Commemoration of the Bicentenary of the Naval Battle of Grand Port : a First Day Cover on Al-Idrissi would be issued by the Mauritius Post Ltd. on 5 August 2010; the website of the Maritime History of the Indian Ocean and a documentary film entitled Maritime Memory of the Arabs would be launched on 6 August 2010; and a planisphere of Al-Idrissi would be unveiled on 8 August 2010 at the Company’s Garden, Port Louis.
7. Cabinet has taken note that, during excavation works carried out at Le Morne, 11 entire/near entire skeletons, a bottle and coins have been excavated. Scientific analysis of the relics is being carried out to determine the age and other features.
8. Cabinet has taken note that the 8ème Congrès de Coopération Régionale de la Fédération Hospitalière de France Océan Indien would be held in Mauritius from 2 to 4 August 2010. The objective of the Conference is to reinforce cooperation and collaboration in the health sector among Member countries of the Indian Ocean Commission. The main themes that would be addressed during the Conference, include –
(a) Public Health (diabetes, emerging diseases, etc.);
(b) management of health crisis;
(c) training of health professionals; and
(d) collaboration in the fields of management and maintenance of biomedical equipment.
9. Cabinet has taken note that a recent Integrated Biological and Behavioural Survey, carried out by Dr Lisa Johnston, Epidemiologist from Holland and Consultant of the United Nations Office of Drugs and Crime, revealed that the prevalence rate of HIV and AIDS in the population aged between 15 and 49 years in Mauritius is estimated at 0.97%. The Ministry of Health and Quality of Life is mounting campaigns to sensitize the public on HIV and AIDS.
10. Cabinet has taken note that, as at 28 July 2010, 114,561 persons have been vaccinated against Influenza A(H1N1). Cabinet has further taken note that there has been a decrease in the number of cases of Upper Respiratory Tract Infection attending the Regional Hospitals and the Area Health Centres, i.e., from 36,574 last week to 27,621 representing a decrease of 24%. Admissions due to Upper Respiratory Tract Infection also decreased by 10.3%.
11. Cabinet has taken note of the outcome of the mission of the Minister of Business, Enterprise, Cooperatives and Consumer Protection to Rodrigues from 23 to 26 July 2010, in the context of the International Cooperatives Day 2010. The theme of the International Cooperatives Day 2010 was “Cooperative Enterprises Empower Women”. During his visit, the Minister opened an exhibition of cooperative products at Malabar, launched a Directory of Rodrigues Cooperative Societies and a pamphlet highlighting cooperative principles. He also had working sessions with the Rodrigues Consumers Cooperative Federation Ltd. and several cooperative societies.
12. Cabinet has taken note that Mr Khooshal Chandra Mussai has been nominated Chairperson of the Development Bank of Mauritius Limited.
13. Cabinet has taken note that the Prime Minister has approved of the appointment of Mr Meganathan Pillay as General Manager of the State Trading Corporation in replacement of Mr R.S. Soomarooah, who has submitted his resignation.
14. Cabinet has taken note of the reconstitution of –
(a) the National Savings Fund Technical Committee under the chairmanship of Mrs Scarlett Marcel; and
(b) the National Remuneration Board.
