Cabinet Decisions 08 April 2011

1. Cabinet has taken note that, in pursuance of the cooperation initiatives between the Government of the Republic of India and that of Mauritius, the Indian Institute of Technology Council has endorsed, in principle, the decision to assist Mauritius in the setting up of an Institute of Technology of international standards in Mauritius. A Joint Task Force, comprising experts and senior officials from both countries, has been set up to monitor the implementation of the project.
 

2. Cabinet has reviewed the procedures for the importation of goods and commodities from Japan and agreed to all new vehicles and spare parts imported being accompanied by a Letter of Guarantee issued by the manufacturer to the authorized dealer in Mauritius. Second-hand vehicles and second-hand spare parts, shipped after 28 March 2011, should be accompanied by a Certificate of Conformity issued by an accredited laboratory in Japan.
 

3. Cabinet has taken note that, during his forthcoming mission to Washington in the context of the Spring World Bank/IMF Meetings, the Vice-Prime Minister, Minister of Finance and Economic Development would sign a Memorandum of Understanding with the International Monetary Fund for the establishment of the African Regional Technical Assistance Centre (AFRITAC), covering Southern Africa, in Mauritius. The Centre would be operational in July 2011.
 

4. Cabinet has agreed to the liberalization of the importation, production, export and the price of cement with effect from July 2011 with a view to allowing new players to enter the market and making it more competitive.
 

5. Cabinet has agreed to the introduction into the National Assembly of the Professional Architects’ Council Bill, which provides for the establishment of a new Professional Architects’ Council and a modern legislative framework to cater for the increase in the number of professional architects, growth in the Construction Sector and globalisation. The Council would, inter alia, be responsible for the registration of professional architects and authorizing foreign architects to practise in Mauritius. The Council would also ensure that the Code of Practice is complied with by architects and enrol trainee and student architects.
 

6. Cabinet has taken note of the status of the implementation of the Land Administration, Valuation and Information Management System (LAVIMS) Project. The System would be tested shortly. The Project aims at optimizing land resources, maintaining a Cadastral System and developing an integrated spatial reference database on land tenure, land transactions and ownerships.
 

7. Cabinet has taken note that the Senior Citizens Council Act would be amended to enable the Senior Citizens Council to implement new projects and involve in new activities for the benefit of senior citizens.
 

8. Cabinet has taken note of the outcome of the recent visit of the Minister of Business, Enterprise, Cooperatives and Consumer Protection to Rodrigues, where he had discussions with the Chief Commissioner and other Commissioners on consumer protection and the implementation of a Consumer Education and Information Plan. He also launched the SME Directory 2011 at the SMEDA Centre, Malabar and inaugurated the Fair Price Supermarket at Baie Lascars.
 

9. Cabinet has taken note of the reconstitution of the Valuation Tribunal with Mr Nicholas Ohsan-Bellepeau, President of the Industrial Court, as Chairperson.
